Moon druid are suppose to be strong till level 5 then left in the dust till level 10 then struggle to 18. The nerfs may be worse that it seems, but it has nothing to do with land druids. Land druids are fine. Moon druids should eventually be fine as long as they keep elemental wildshapes, but who knows if they get to keep those.
